Who we are
ABOUT KyDIR
The Kentucky Digital Infrastructure Resource Inc. is a Kentucky nonprofit organization established to provide reliable information about technology and data infrastructure, tailored to the needs of Kentucky communities.
KyDIR was created because local governments are being asked to evaluate increasingly complex proposals involving land use, utility capacity, public services, economic development, and long-term community obligations. Many communities do not have a standard process, ready access to subject-matter experts or a single source of practical Kentucky-focused guidance.
KyDIR is intended to help close that gap. We provide educational materials, convene experts, listen to local leaders and develop repeatable tools communities can adapt to their own circumstances.

Our Guiding Principles
Better Decisions, Built on Trust
Local decisions should remain local
Community leaders are closest to the people, infrastructure, and priorities affected by a proposed project.
Communities have a right to ask questions.
Major projects should be evaluated using accurate information, clear expectations, and a transparent public process.
Benefits and tradeoffs should be discussed candidly.
Credible evaluation requires more than sales pitches or slogans.
Process matters.
Communities are better positioned when they establish standards and formal processes before a proposal creates urgency.
Information should be useful and appropriately qualified.
We distinguish general facts from project-specific claims and identify when an answer depends on local agreements, utility filings or regulatory decisions.
Accountability should extend beyond approval.
Communities should work with developers and project partners to formally establish expectations and a process to ensure commitments are kept.

What KyDIR Is - and Is Not
KyDIR is a statewide educational resource. It is not a lobbying organization, a political campaign, grassroots organizing operation, or the public affairs department for an individual developer or funder. KyDIR does not endorse specific projects unless its board expressly authorizes a public position.
When a question cannot be answered responsibly without project-specific information, KyDIR will say so and identify the records, experts or decisionmakers who may be able to provide the answer.
Leadership

KyDIR is governed by a board of directors responsible for the organization’s policies, priorities, and stewardship.

Support and Funding
Funding with Accountability and Independence
KyDIR's credibility depends on being clear about who supports its work. The organization may receive contributions and grants from individuals and private organizations, consistent with its nonprofit purpose.
Industry participants may help fund KyDIR, but financial support does not purchase an endorsement of any project or control over KyDIR's educational conclusions. The Board of Directors retains authority over organizational policies and public positions.
